About Sandy Smoley 

Sandra R. Smoley R.N., B.S.N., President and CEO, The Sandy Smoley Group – Healthcare/Government Consulting

May 22 SAWCC Member ReceptionAfter 31 years in government, Sandy Smoley moved to the private sector as a healthcare and local and state government consultant.  Her company is the Sandy Smoley Group, where she is President and CEO. Smoley was secretary of the California Health and Welfare Agency, where she managed an agency that employed more than 42,000 employees and had a total budget of $48.4 billion. She oversaw 12 state departments and one board. She was also secretary of the State and Consumer Services Agency, where she managed an agency with 16,000 employees and a $700 million budget with 14 departments and 38 boards and bureaus. Both of these appointments were under Gov. Pete Wilson.

In 1972, Smoley was elected to the Sacramento County Board of Supervisors, the first woman ever to serve on that body. She served more than 20 years on the board. She has been a presidential appointee to three major commissions: the Advisory Commission on Intergovernmental Relations (1983-1991), the Task Force on Food Assistance (1983-84), and the Advisory Commission on Federalism (1981-82). She represented county government at both the state and national capitols as president of the California State Association of Counties and the National Association of Counties.

As well as working full time, Smoley also volunteers on numerous boards and committees in the Sacramento area; UC Davis, Pride, California State Railroad Museum Foundation and the Sacramento Philharmonic/Opera are just a few.  She has received numerous awards for charity work including Leadership America Graduate, Sacramentan of the Year for the Metropolitan Chamber of Commerce, United Way Distinguished Service Award, University of Iowa, College of Nursing, First Distinguished Alumni Award, American Leadership Forum, 1st Exemplary Leader, United Cerebral Palsy Humanitarian of the Year 2006, California State Association of Counties-1st Lifetime Achievement Award and most recently the Junior League Community Star Award.

A registered nurse, Smoley received her degree in nursing from the University of Iowa. She is a graduate of the Senior Executive Training Program for State and Local Government at Harvard University’s John F. Kennedy School of Government. She has also done graduate work in economics and management at California State University at Sacramento.

A native of Iowa, Smoley has two children and two grandchildren.

survey results women and influence - SAWCC OfficialOn March 26th we launched our very first survey at our inaugural event at the California State Capitol, hoping to begin to understand who women are who are connecting to the mission of the Sacramento Area Women’s Chamber of Commerce, who seek greater influence, and who want to either help by or benefit from increasing opportunity for women in C-level and board positions, in entrepreneurship, in leadership in government and the community, and in those sectors where the majority of job growth is expected to come from within the Capital region. What do we really need? What do we really expect? How can SAWCC best serve those needs?

As of May 20, 201: 73 women have responded. This survey will remain open and we will continue to share live results as they are tabulated and updated. See link below. A full report will be made in August at our business reception (data and location coming soon) and through this website.

Trends are emerging. Please share this survey with all the women in your network. The more we know, the more powerful and effective we can be together. Thank you for participating!

UC Davis Annual Study on Women Business Leaders

We’ve been asked, why do we need a women’s chamber in our region? Well, according to the UC Davis Annual Report on California Women Business Leaders, while graduate numbers of women are increasing, we’re actually seeing a decrease in the # of women in the board room. And this is just of one of many reasons why an organization dedicated to developing influencing skills and abilities, as well as emotionally intelligent leadership and influencing behaviors in women and young girls is critical to the economic growth and vibrancy of the Capital region.

Screenshot 2014-05-16 11.34.34We present the UC Davis Report, and also the recent March 2014 segment of Studio Sacramento with Scott Syphax on PBS. He sat down with Aeisha Mastagni, Investment Officer for the Corporate Governance Division CalSTRS, and former Vistage Chair Wendy Beecham, who is now Managing Director of Executive Education for the UC Davis School of Management. They discussed underrepresentation in executive management and on boards of directors, and what needs to change to increase the gender diversity of C-level positions and boards. Watch the segment here. 

One of the strands in this conversation is that women may not be taking influential leading roles because they don’t see they have the networks or resources to be successful. The networks of people women tend to build or engage with tend to lean into those populated with people they like, while men tend to create networks that will help them reach a specific goal. The Confidence Gap: Is There One?

kattyclayAccording to a recent feature article published in The Atlantic Magazine, “The Confidence Gap,” (April 14, 2014), “evidence shows that women are less self-assured than men—and that to succeed, confidence matters as much as competence.” One of the most challenging aspects of understanding the differences between men and women, is accepting that there are difference between men and women. And that difference, by definition, doesn’t translate into inequity, but rather into very important human asset and resource questions.

On one hand to raise the question “Is there a confidence gap between men and women?” – we’re also asking if so, why. On the other hand, it is most constructive to explore the answer to that question in ways which focuses our attention toward how the gap differences which may impede the ability any sex to fully express and leverage their capabilities, talents, and unique attributes. Allowing impediments to the full expression and engagement of our abilities and perspectives to remain unchecked is how we dilute the impacts we can all have on society and in business, in our families, and in communities whether we are male or female.
